Exceptions Inside DST Countries

Even DST countries have holdouts. In the US, Hawaii and most of Arizona never change clocks (the Navajo Nation within Arizona does). In Australia, Queensland, Western Australia, and the Northern Territory skip DST while the southeastern states observe it — so Australia has more effective timezones in summer.
